"Queer" is a word that describes a gender and sexual identity other than heterosexual and cisgender. Lesbian, gay, bisexual and transgender people can come to identify with the word "queer." It is sometimes used to express that sexuality and gender can be complicated, change over time, and do not fit neatly into one identity or the other, such as being male, female, gay or straight.
The word "queer" has a negative connotation in its history - "queer" has been used (and sometimes still is) to despise and disrespect LGBTQ people. However, there are more and more people who use it proudly to self-identify. That is why you should not call someone "queer" without first knowing if they are comfortable with it. It is best to ask what label / designation they prefer.
